    The promotion of business development and investments is one of the key pillars of Armenian economic policy. In that reason the development of Armenian legislation and state policy is carried out in a way that laws applied to foreign investments cannot be less favorable than the laws applied to the business activities of Armenian residents.

    In particular, foreign businessmen are entitled in the same extent and manner as Armenian residents to

    1.         Establish a fully foreign-owned company (including representatives, affiliates and branches), or purchase an existing company;
    2.         Become a participant or a shareholder of an existing resident company.

    It should be noted as well that there is no limitation on the sectors or type of business activity which foreign investors can carry out in Armenia.

    There is no minimum amount for the capital during the registration of legal entity.

    Starting from 1 January 2019 the employer will need to obtain a work permit for hiring a foreign worker in Armenia. According to the defined procedure under Ra law “On Foreigners”, the employers have to apply first to the RA Ministry of Labor and Social Affairs to fill the vacant position with Armenian citizen. If the Ministry fails to offer suitable candidate for the position or the employer refuses the candidacy, the employer can apply to the Ministry to receive work permit for a foreign citizen.

    Based on the obtained work permit, the foreigner can apply for receiving a temporary residency permit which is provided for 1 year period and is renewable.

    As of March 2025, the Republic of Armenia has already signed double taxation treaties with 51 countries, including: Austria, Lebanese Republic, China, United Arab Emirates, Lithuania, Romania, Belarus, Luxembourg, Russia, Belgium, Croatia, Serbia, Bulgaria, Canada, Syrian Arab Republic, Federal Republic of Germany, Cyprus, Slovak Republic, Estonia, India, Slovenia, Thailand, Hellenic Republic, Georgia, Turkmenistan, Hungary, Tajikistan, Indonesia, Kazakhstan, Ukraine, Ireland, the United Kingdom, the State of Kuwait, Spain, Moldova, Qatar, the State of Finland, Finland, France, Italy, the Netherlands, Iran, Sweden, Latvia, the Swiss Confederation, Poland, the Czech Republic and recently ratified an agreement with Hong Kong.

    It is also planned to sign and ratify a double taxation avoidance agreement with Japan during 2025.

    Since January 2015, Armenia has been a member of the Eurasian Economic Union (EAEU), which also includes Russia, Belarus, Kazakhstan and the Kyrgyz Republic. The EAEU has a regime of free movement of goods, services, capital and labor, as well as unified tariff and non-tariff regulation, which facilitates business and investment between the member countries of the union.
